Mr. Thomas Curran
Thomas Curran is currently the product lead for Military Technical Solutions (MILTECH), part of U.S. Army Program Executive Office (PEO) Enterprise's Enterprise Services portfolio. The product office is based at Aberdeen Proving Ground, Maryland.
MILTECH’s mission is to help organizations co-invest to solve common IT problems. As product lead, Curran manages the cost, schedule and performance of a pAs ortfolio of highly complex and challenging IT solutions for a consortium of organizations using a cost-reimbursable model. The portfolio’s solutions include milSuite, SharePoint, MilTech IT Service Management, Manpower Information Retrieval and Reporting System, Business Intelligence, the Procurement Portfolio Management Tool and other software capabilities.
Curran previously served from 2015 to 2019 as MILTECH product lead for Program Executive Office Command Control Communications – Tactical (PEO C3T). In 2019, he was responsible for the migration of MILTECH and its portfolio to what was then known as PEO EIS.
Curran has over 30 years of federal government experience. Prior to becoming a Department of the Army civilian in 2011, he spent 22 years on active duty in the U.S. Navy as a naval aviator. His assignments included: Naval Air Training and Operating Procedures Standardization (NATOPS) instructor for Helicopter Mine Countermeasures Squadron Fourteen (HM-14) from 1991-1994; UH-1N instructor pilot and Commander Naval Air Force, Pacific/Commander, Naval Air Force, Atlantic UH-1N NATOPS evaluator with Helicopter Marine Training Squadron Three Zero Three from 1994-1998; aircraft handling officer in charge of flight deck operations during Operations Noble Anvil, Shining Hope and Allied Force aboard the USS Kearsarge from 1998-2000; squadron operations officer for HM-14, twice deployed in support of Operation Enduring Freedom and Operation Iraqi Freedom from 2001-2003; Africa section chief at the U.S. European Command’s Command, Control, Communications, and Warfighting Integration Directorate, C3 Africa Division; division chief of the ECJ6/J9 Integrated C3 Resources Division from 2003-2006; and tactical data link requirements officer for the Chief of Naval Operations N2/N6 at the Pentagon from 2008-2011.
Curran earned a bachelor’s degree in mechanical engineering from Virginia Military Institute and a master’s degree in financial management from the Naval Postgraduate School. He has completed Command and General Staff College. He holds a Defense Acquisition Workforce Improvement Act advanced certification in Program Management.
