Army Issues Sources Sought/RFI For Enterprise It As A Service

FORT BELVOIR, Va. –

On April 5, Army Contracting Command – New Jersey, in support of Program Executive Office Enterprise Information Systems and Army Cyber Command (ARCYBER), will publish a Sources Sought/Request for Information (RFI) on FedBizOps and other outlets to receive input from industry on the initial requirements document for a new effort: Enterprise Information Technology as a Service (EITaaS).

The Army network is the force’s foundational weapons platform. All Army operations depend on timely and reliable delivery of data. Today, the Army owns and operates its entire information technology and long-distance communications infrastructure, a model that results in slow rate of changes and new technology adoption. With the assumption that a wholly service-owned and service-operated model sub-optimizes Army operational readiness, Army Cyber Command and the Army CIO/G6 are together exploring a new approach for delivering enterprise-level network and core IT services called Enterprise IT as a Service (EITaaS).

The Sources Sought/RFI asks interested vendors to self-qualify against eight capabilities selected by the government to demonstrate their ability to serve as a prime offeror. Eleven questions are included to get specific input on different aspects of the requirement. A quad chart requires a snapshot of the approach and which line of effort the vendor would bid to prime.

Responses will be used to inform a planned government / industry collaboration day and one-on-one sessions to be held in the upcoming weeks at a location to be determined. The one-on-ones will permit interested qualified prime offerors 30 minutes to meet with the government team.

This is the first EITaaS event of many that will lead to a planned award of Other Transaction Agreements (OTAs) in fiscal year 2019. This is the first step in the contracting process. Responses to the Sources Sought/RFI are not proposals to which Army Contracting Command – New Jersey can issue contracts or agreements.
