PM I3C2 Transitions to PM Defensive Cyber Operations
Project Manager (PM) Installation Information Infrastructure Communications and Capabilities (I3C2) is realigning its mission in support of the Army’s newly defined vision for the network of the future.
The PM I3C2 originally established itself as the Army’s technology leader, providing global IT information infrastructure installation services and capability. In-mid February, I3C2 relinquished ownership of two of its sub-organizations; Product Manager (PdM) Power Project Enablers (P2E) and PdM Installation Information Infrastructure Modernization Program (I3MP). P2E and I3MP now operate under PM Defense Communications and Army Transmission Systems (DCATS). The relinquishment of these responsibilities allowed for increased responsibility in the Defensive Cyber Operations portfolio, and a key reorganization to prioritize delivering cyber capability to the Soldier at the speed of relevance.
As a part of the reorganization, the PM will officially be re-designated as PM Defensive Cyber Operations (DCO). Stakeholders will primarily consist of the U.S. Army Cyber Command (ARCYBER) and the Cyber Protection Brigade (CPB).
The transition from PM I3C2 to PM DCO will be marked in an observation event on October 26, 2018 at Fort Belvoir, Virginia. DCO will remain under the leadership of I3C2’s current PM, Col. Chad Harris.
"The transition from I3C2 to DCO is all about doing what’s best for our stakeholders, and for the Army,” said Col. Harris. “Reorganizing has postured our team for growth, and will enable us to focus on the defensive cyber operations mission.”
Four organizations will support the DCO mission: Product Manager (PdM) Cyber Platforms and Systems (CPS); PdM (Cyber Analytics and Detection (CAD); Director, Applied Cyber Technologies, and Product Lead Allied Information Technology (AIT).
As part of the shift in focus and mission, current Product Manager Defensive Cyber Operations LTC Scott Helmore will be renamed PdM CPS. A commissioning ceremony for Applied Cyber Technologies was previously held on Oct. 12, 2018, where Mr. Joe Kobsar assumed responsibility as Director. An additional ceremony will be held on Nov. 14, 2018, for the Assumption of Charter of PdM CAD by Lt. Col. Leilani-Tydingco-Amarante. PL AIT, which falls under the leadership of Mr. Andrew Strand, will continue to execute its mission within the portfolio in support of our strategic partners worldwide.
